The District, which is the second largest of its kind in the United States, adopted its work plan in May 1963 and was approved for operation in March 1964. The primary mission of the District provides for the construction and maintenance of floodwater retarding structures, implementation of channel improvement measures, and the application of various land treatment measures. Organized under state law that was implemented under the authority of Public Law 566, the District is a quasi-governmental entity which is vested with taxing authority and the power of eminent domain. It is governed by a board of commissioners who are appointed by the Chancery Court of the First Judicial District of Mississippi. The District works closely with various governmental and private entities; its primary affiliation is with the Natural Resources Conservation Service of the United States Department of Agriculture.
